Tobi's eyes are suddenly glowing blue, and, so far as anybody can tell, she's talking absolute nonsense. That should be enough to worry everybody a bit but, in itself, not more than that.
But for the paladin it is a completely different story, because she knows something the other participants don't.
Namely that when she was first set to hunt down Tobi and 3, she was told that Tobi was a "major and immediate magical threat and to treat her as such (http://www.neorice.com/hoh_tobi_1388). At the time Shalia concluded that this was greatly exaggerated and has been treating Tobi in accordance with her exhibited personality and presumed lack of danger.
Seeing Tobi suddenly evince glowing eyes possibly without magic, or magic as Shalia knows it (we known from the blood run that it is unaffected by black crystal) and then having Tobi say she understands that "thing you call magic" (something she earlier denied knowing anything about), Shalia's suggestion to stand back makes perfect sense: Perhaps the original warning about Tobi wasn't exagerrated.

@Deliverance, it's still an over-reaction imo. Even if she has underestimated Tobi, Tobi has shown no signs, and has no history of being violent or destructive off her own back. The only time she has been aggressive has been in self defence.
As for the death run thing, if Shalia watched that she'd already know about the blue eyes and the fact that it doesn't lead to some explosion of violence.

I wonder if Tobi can actually get a (kinda) scientific understanding of magic. Like where is magic drain from? Is there an element in the air, or maybe something living beings make themselves? If so, what does black crystals do to that natural flow that inhibits magic and how gold nullifies magic effects on itself?
I'm not sure if answering any of these questions would be good for the plot, tho
