I am guessing that the Hollowman either is a worm that walks insect hivemind thingy, or is the literal manifestation of being trapped in a nightmare you cannot wake up from. Maybe he even controls weak nightmares?

The fying nightmares back on the roof were probably sent by him.
They came from the structure that belongs to him, and have comparable bubbles like it all over them.

@Brownie24128- Possibly. It also looks like the blood writing goo on the walls durning the escape from Timmy in the sewers, and Ciel did note a spirit-like aura that did not belong to Timmy right before Noah yeeted himself.
