I feel like it's unfair to call Pablo tiny when we've seen a fair few people his size. Pudu and Icy Queen are two examples that are literally on this same page.
...actually, anyone who isn't supposed to be a peak physical powerhouse in this comic is likely Pablo's size, including many people who are physically powerful or capable.
In short, Pablo isn't tiny, you just have a few half-giants like Burk and the occasional giant like World's Oyster in this comic.

Without industrialized agriculture most people probably lack proper nutrition making them shorter. If you go to an old castle and are not particularly short you have to be careful not to hit your head on ceilings that were built for shorter people.
Ignoring genetic and possibly supernatural things like Veda's and Malheart's absurd statures, magic users being taller could be explained by more wealth and thus better nutrition, especially if the awakening of their magic and thus their source of income was at an earlier age.
