Ok this does seem to imply that the citizens can't see Vonny, though that makes Evylle's buisness odd since why would anyone need her basic spirit removal services if you can't see or interact with them in normal circumstances.
Hopefully some more of the nature of all this is made clear during and after the fight.

Normal people can't interact with spirits but the reverse clearly isn't true. They can still see the effects of the spirits, and I imagine they can become rather disruptive depending on what they can do.

After Burk addresses Vonney, she immediately states that he has the sight, implying that it's necessary to see her here.
Also: When Icy Queen talks about Evyle and her business(pg. 2318), she says that magic attracting spirits is a closely guarded secret. Would be a little difficult to keep that under wraps if any regular person could just see them.
Icy Queen confirms spirits can interact with the real world somehow or other, which doesn't necessarily mean they have to be seen. Haunting your dreams, crooking every frame in your house, some other such nonsense probably.

@sporf we know from Noahs story that the vast majority of people cant see spirits
However here we see that the effect of spirits can be seen and have a real impact
So id assume its a thing that spirits are known about and if you have strange unexplained phenomenon that isnt magic caused by you or someone you know you either
A)go to whoever polices/inspects magic to confirm
B)go to this company that handles all things unexplained

@Sporf id imagine its because when you *can* see and interact with a spirit, you'd need it removed asap, given how... unhinged the majority of spirits weve seen so far are. so evyle is filling a niche in the market for people at higher risk of encountering a spirit powerful enough to bypass usual restrictions, like the hero land executives
