there is an eldritch doll-person called three, and an organization whose symbol is an eldritch doll-face with an 8(zoom in. it's asymmetrical, but closer to an 8 than an s) for an eye. i'm thinking those are connected.
the global order make three-like stuff and know about him(988). we know he's called three because he wrote it down himself(637). whether G.O. made him or based their antimagic tech on him, he's likely number three of something. not too much of a stretch that there's a number eight of the same, who has different gross powers like maybe making ghouls.
there is an organization, ruled by a magic-user, whose symbol is an infinite-symbol, which is an eight on its side. looking through the recent comics he's been shown twice, grinning crazily in partial shadow(982).
supporting the theory that eight and infinite are the same is the fact that some infinite subordinates wear goggles and have covered faces. however, infinite might have no powers other than making the communications-crystals his subordinates use, or other powers unrelated to ghouls. at least gilla didn't seem to think they're allied to ghouls(1000), but if the theory is correct many infinite-members don't know about the connection, and she seemed more like an enforcer than an advisor.
also saw "smiling ox inn" logo(562). looks a lot like the smile logo with horns, and ghouls have those. that's so similar it's even less likely to be a coincidence than the 8/infinite thing, and if smiling ox belongs to smile that means they're not too smart to use logos and names derivative of their main.

Do keep in mind I stand by the principle that even my nadic 'npc's should look as unique as possible. So even the most minor of minor one of character will generally look interesting.

1. I know who three is he's probably the best character in Tobi's story
2. You were referring to eight as an already introduced character that's what had me confused
3. Three and the smiley face have no conentations of Eldritch horror in my opinion Three is closer to a more fleshy version of Mr Fantastic at most.
