Contrary to some people's opinion this actually isn't filler.
Because Logan was such a paragon of humanity (or sapient-beings?). 7_7
Where would the great pantless burk fit into the great scale of heroness? How does one measure herocity? Who is no 1? So many questions so little time!
Couple of typos in the first two panels. "Now here to [not two] further discuss" in the first, and "One of Heroland's executives [not exectuvies]" in the second.

I'm sure he'd be high if he was a qualified hero..
but he's heroing illegally!
the whole hero organisation thing isint as silly as it might look tho. Sure, it can cause problems if someone means well but on the other side you can reach tony stark's viewpoint from civil war where would-be heroes should be registered and held accountable for whatever issues they might raise as they "try" to be helpful.
Kind like when you see super hero level whole city blocks to save a few persons :P
