bottom lip = a light shade of lipstick.
Blue lipstick for Tobi,
Tan lipstick for Joni.

Btw, Neo, there's a slight spoiler in the sprite sheet we get for voting. One character appears with a certain type of cloths in one sprite, and then appears with a distinctly different set in another. As in, this character gets two outfits and is therefore important.
Just sayin'.

Considering the top knot goon in the Resthill story arc got an outfit change I wouldn't worry about it too much.
I actually like playing dress up with characters to see how certain outfits will look on them, it doesn't necessarily mean all those outfits will find a role in the main narrative. (e.g. the aristocrat's got like 10 different outfit sprites.)
That spritesheet is actually fairly outdated by this point too, I think I made it around the start of Noah's arc. As you might notice, during Tobi's arc more and more sprites not featured in there are showing up.
I'm so into this comic.
