I'm very confused now. The behavior of everyone around ghouls this entire story sort of *requires* them to revive where they were slain. If you can kill them, why would everyone act like you can't kill them?

Keep in mind that the ghoul from Burk's story who got decapitated and split into parts was not officially dead yet at that point.
"slain" in this context refers to them getting hurt to such a degree they properly despawn, but most ghouls will easily survive being decapitated or having limbs torn off so they're very difficult to kill compared to human beings to start with.
"Mr. Xzalclock, I address thee: Prithee, good sir, in what endeavour dost thou wishest to succeed in?"
There's some sort of entity that decides what happens to the ghouls? It's not an automatic thing?

And the idea of "It will be back in a few month to kill me, and there's nothing I can do to prevent it" is pretty scary, even if the respawn was far away.
Urgh, I hate it when the DM has an obvious favourite among the players and gives out freebie stuff to them.

Adding to Neo's comment, one character earlier commented that if you are targeted by a ghoul for whatever reason, they will "chase you to the ends of the earth".
So basically, even if you kill it and it respawns somewhere else, it WILL find you eventually. Like the immortal snail.
Xzalclock in several pages: *After Three removes his limbs and leaves him alive* "Come back here and take what's coming to you! I'll bite your legs off!"
So, basically, don't bother with the Power word: Kill, but rather a plane shift then?
I could see this being a downside, actually... He is in a death labyrinth - if he is caught in a "death loop" he might never get out of here, unless he can opt to be spawned farther away (=choose when this "close revival" triggers)...
Does that Say Revue? it should be Revive.
