@Spiritfox: I think it is more like Rauel inhabitants are descendants of Technomancers. Their relics (including stolen weapons Tobi story starts with) are Technomancer tech, but the knowledge how to create such artifacts is lost to them.

The weapons are referred to as relics, if anything they've probably expanded on the usage of the tech. They can scan any device and get detailed diagnostics that tell them the use of the tech but also how to fully repair it. They probably have better technology that outclasses the relics because they don't need them anymore.

I just re-read the first Tobi chapter and agree with you mostly - surely they got some technology of their own, presumably more capable one. But I was also left with a feeling that this new tech might not directly follow or expand on the relics, rather be something new developed from scratch and functioning somehow differently. I recall relics being akin to magic weapons, while new tech seems to be some steampunk technology.
@Melany: also agree, elders might be the people who traveled between words and were able to sustain themselves and protect their children in the new reality. But the children did not have access to the same resources and were forced to innovate and find a new sustainable way to survive. Elder's skills are probably not available to them (ie whatever King Baku did to rescue them from the dungeon boss).
Comparing what Held and friends found on the other side of the temple to Rauel, seems like Rauel's inhabitants live in some protective bubble. Maybe the Technomancers made some kind of a deal with forces native to that world. The game would be the result of that deal. Elders would then be the last survivors that made the deal and keep truth about reality they live in a secret do protect others.
