...though, it's entirely possible that the Heroland Secret Service doesn't have anyone below Silver Star, and has most of it's members pretending to be a full rank below their actual capabilities.

If not, look at page 1380 and page 1600.

@ Brownie24128: Actually, neither of them actually gives an explanation as to what a "White Star Rookie" is.

Page 1380 avoids the term in its entirety, which may be a suggestion that it was an unofficial term if it wasn't for this page. Though it does state that White Star's have apprentices and doesn't explain anything about that.

Page 1600 has Goldman use the term, but doesn't explain it. Also, Goldman outright states that there's hundreds of White Star Hero Rookies underneath his White Star Hero, which would be Pompstar.

While this page, 3979, uses the term as if it is an official term for a rank. Which is weird, because everything else together implies that "White Star Rookie" is effectively any Hero directly apprenticed underneath a White Star, regardless of their rank. Particularly based on Goldman's talk on page 1600, since he actually used the term.
