So, let's think about what everything is timeline wise. What we can guarantee is that Tobi repairing the TV on page 955 was at least a few days, if not over a week, after this. So we know she's probably just arriving in Lorg for Burk.
We also know that The Global Order added Lorg to their list of allies around the same time as Mage Corps was announced to students in Justeopia, and the Elves Attack occurred, as the Hero News network literally showed Noah being carted off from the Elves Attack on page 441, and mentioned the alliance with Lorg in the same interview on 443. And we know that The Global Order was operating at least at the edges of Lorg, if not inside of Lorg, when Tobi got to the border.
So I'm assuming the Elves Attack in Noah happened at least a few months before the Eddstadt Incident currently being shown in Burk, which happened about a week before Tobi ended up beneath Onederton. And, unless Officer Juliet's presence somehow contradicts it, I suspect that the Eddstadt Incident is occurring about the same time as Chernyl's Nightmare in Noah. But that's just a guess.

Passion's point is kind of undercut by her standing over an unarmed girl she just smashed the skull of. I mean, Skullybug is not innocent exactly, but the irony in the statement is still pretty strong.
