A little while back Dolk told to Kaiser that Morty is an acceptable casualty, so I'm pretty sure Dolk is just abandoning the entire scheme.

I think you're on to something, Zed. Morty is a wuss and relatively easy to control. All they have to do is offer him a cushy salary and he'll probably comply. And if that doesn't work, Burk has shown us that threats of violence are also a viable option. They want him back safe and sound for a reason and it isn't altruism.
