Given what she and Zalander says, I don't think Morty is actually here - I think this is a spiritual representation of him, through which she can remotely possess him. She did jump between the harbor and Mastermind HQ basically instantly - this "hub" is probably how she did that.
So yeah. Morty isn't saying anything because that's not Morty, that's just a statue or something of him.
