Can whole Tobi's world be a creation of a magic user, the same way this nightmare is? Together with intelligent beings like Tobi herself?
Given that Ghouls and pandemonium monsters know about her, who would be the creator (King Baku?) and what would be his relations with the rest of the world?

It says a lot of not good things about Nail that after everything he's seen and been through in this nightmare that he can't make this call on his own. And sure we know that Noah is carrying a Pale Child enabled payload that might end this, but they don't.

In any case, my current theory is that Veda is a rogue anti-magic biomech thing like Three or a Magnalite Creature, and Nail is here subordinate, so Nail might be bound to obey her commands.

Noel seems certain of it. As an esper, he'd be able to see her pandemonium spirit, and he'd be familiar with what that looks like.
Given her ability to totally fuck with reality, it's probably not IMPOSSIBLE that some nightmare could fool esper-sight, but doesn't seem very probable.
(Also, this arc has been going long enough already for Chernyl to be in another castle.)

The more this goes on, the more Nail and Veda resemble Three and Tobi. An near-unkillable artificial humanoid adapted to fight magicians and an almost human not of this world with an inherent understanding of magic and spirits.
Is this world some kind of dungeon for Veda?
