He does address Noah directly. He doesn't mention Gaston in the list of Noah's allies.
Hallowman presumably knows about Noah but doesn't know about his power, which... Well, to be fair, it's more or less completely unlike anything else ever seen. He also hasn't exactly been using it recently.
Gaston secretly being a disguised nightmare this entire time is not impossible, but not really probable. What would be the purpose of keeping the deception up this long? Why would he want them to reach this far at all? Well, could be just pure sadism actually...
