Even Ciel acknowledge Noah is useless but this look like a start of a pep talk. Hopefully this would turn Noah to be the anime protagonist he is meant to be.
That's pretty clever, Ciel avoids telling Noah he's useful since she knows he'll challenge that statement and instead tells him he's 'the least useless he has ever been'.

Also, I see Noah's being thrown into the Ciaphas Cain school of problem solving - as much as he'd like to run and hide, the scenario is such that the course of action with the best odds of survival is to confront the source of the problem head-on.
He IS learning, if only because the alternative is certain death.

Ciel is gonna make Noah wish for something. My bet is Chernyl once wished to not have nightmares any more from similar magic chibi
This is probably why people (myself included) get frustrated with Noah since we can't help but compare Noah with his far more competent counterparts. He's incredibly rude and often lazy, especially when compared to the generally personable and proactive Burk and Tobi. He's not really useless or incompetent but he's no where near the level of the other two.
Being brave often isn't a good survival skill xD

To be fair, nothing short of this nightmare has made Noah snap out of complacency.
Getting magical powers? Nope.
Forcibly enlisted as a child soldier? Nope.
People around him in danger? Nope.
His life in danger? Nope.
Existential nightmare threat with all exits closed? Hopefully yes?
What is frustrating about Noah is his...apathy? in an actual death or life situation.
Like, okay, if he can't bootstrap his way into being athletic, fair, but this arc has shown that has improved his powers when forced to, which shows that he actually didn't try back when he had time and safety.
