Well, Ciel ended with "having a suggestion". Assuming all did she want to say is to go through the severs, it might not be worth making an entire page around it, so we just graciously skipped that part.
... or maybe we are indeed missing a page. No worries, I also looked back since it felt too sudden (before reading your comment), but the page flow seems to be logical at the same, so dunno.

What if the only job of the legs is to stand on the manhole cover once they are all down. Ensure no one can come back up. I'd get a kick out of that.

As for the idea of the legs being there solely to cover the manhole, while hilarious, gives me a scary thought: What if the nightmares spawning & converging is all to push Noah & co toward a certain location?
