About the military powers...
The Justopea empire might be one, with the marine, royal guard, and the newly "acquired" magic force. Heroland is obviously one too. The global order maybe? They have espers and great funding, but their motivations seem non-combative.
And the oceanic cartel from (https://neorice.com/hoh_burk_904) is another force I recognize (Although a pirate army seem like a conflict of interests bound to happen)

Livarall is a weird case, as there's little that's known about that place. Livarall diplomats are feared around the world - or rather - they fear to upset Livarall. It might be an army, but it also might be that they have really good trading relationships?

I'm missing some countries/forces, maybe you guys know about them.

My guess is that Three has a damaged/nonfunctional voicebox, for whatever reason. I'm sure they make noise to be polite, or perhaps still feel compelled to at least show they're trying to communicate, but it's entirely possible Three knows they can't form anything meaninful.

If Three IS saying something, I'm betting that A: Tobi can't understand it because it's some kind of machine language, 40K style, and she's "tuned" for humanoid languages, and B: Three is TOTALLY just taking the opportunity to complain that this is completely unfair.

Then there's the Beast King and the Brass Queen of Dolls, but since they're considered criminals, I doubt their nations are formally recognized as such.

- Whatever superpower the Empire is part of, cause I'd doubt they'd survive alone with the low military might their country has.
- Global Order
- Heroland
- The Oceanic Cartel
- The Crown Realm

As for the closest runner up I'll shoot and say the Dark Continent, maybe?

I doubt Livarall counts as a power in its own right; it's a part of Heroland, and much of that respect Pablo has been getting in the Mage Kingdom (another part of heroland) is aimed to prevent Livarall from seceding.

We know from the first question that Vallance is arguably among the most powerful. Then there is Livarall which is notable because their diplomats are one of the people heroland heroes are absolutely not supposed to get on the bad side of. The Global Order is another.

How important Justopea and Heroland are is a bit debatable, but I feel comfortable putting Heroland on the list given how often mentioned they are, and that they have a franchisee on the Lost Continent. Justopea is mentioned in this intermission (which also mentions Heroland rivaling the Global Order a confirmed superpower): http://www.neorice.com/hoh_442
and here http://www.neorice.com/hoh_1961 Veda outright says it would be teetering on the brink of extinction without outside help. While it has a large military and highly trained royal guards, in general most outsiders seem to regard it as a bit player.

Guy mentions that the Judge is a strong enough magic user to be known in Justopea, suggesting the Mage Barony is incredibly powerful, and later the Iron Judge mentions their Mage Cannons can wipe out entire fleets. This suggests the Mage Kingdom is another power.

That Smile specifically said military powers though, suggests Justopea may be the runner-up. So in sum:

@Linguini: The Empire is mostly protected by the Ocean iirc. Most mages can't cope with it.
