Burk worded it so broadly that he'd have to reveal anything Heroland previously instructed him to do -- beyond merely instructions related to Burk's immediate reasons for spying on Goldman.
Apparently Heroland has 803 files on Burk (www.neorice.com/hoh_burk_1272), so.. well, that might not be nothing!
I like how Wurm and Silverman have solid straight hair to indicate how straightforward they are.
I have a feeling whatever Piper's about to do is going to count as a forfeit for Burk no matter what.

Read that again. He'll answer any question about it, not tell them everything. If they ask the wrong questions, they won't get anything useful.
He is also neither bound to answer questions that don't pertain to instructions from sources other than Heroland nor questions that aren't about instructions truthfully, either.
You could even get nitpicky over whether Heroland includes the government or just the country...
And lastly... "If you win". If the fight ends with anything else but a win for Goldman, Burk doesn't have to do anything.

While you have a point regarding specific questions and the possibility of Goldman not getting anything useful (assuming there's something useful to get in the first place) due to not knowing the right questions to ask, that requires Goldman to commit the mistake of starting with, and sticking with, specific questions about instructions Burk does not have regardless of how Burkian and non-useful answers he receives.
Rather than, say, starting with the obvious question, "What are your instructions from Heroland?", or asking it after getting frustrating answers to specific questions, and then following up with more specific questions based on the truthful answer to that question.
Is Heroland even a country with a traditional government in the first place? My impression is that it is strictly a business, a megacorporation providing protective hero services to multiple countries, collectively known as the Heroland Collective. (See 1349)
@Some Guy Based on MiniCha's description of the rules, someone will win for sure; if it isn't by a straight fight, it will be by one of the specified tiebreakers.
