Further, as Nightshade pointed out, the rankings can be pretty arbitrary, so there's a lot of room for diversity and surprises in such a large population, too!
On a funny note, Goldman's argument about Burk not being able to win-by-default seemed pretty silly.. specifically because if he managed to convince Burk that it wouldn't work, then what? Seems like he was basically trying to convince Burk that Burk should punch him in the face!

Goldman's "our group" of which he is ranked 28th appears to refer to the group of white star hero rookies in general, where this is an impressively low number since there are hundreds - not to a group consisting solely of the white star hero rookies following his white star. So the letter is his hero, the rank is his standing amongst the followers of all the white stars.
As such we are merely talking hundreds of rookies rather than thousands.
That's still a lot, of course, but we know that heroland provides its hero-services for many nations (http://www.neorice.com/hoh_burk_1349)

I mean, in the above comic, Goldman's got a good point.. he may have a lot of fans in the audience, plus his team's there. Without looking further into it, he's got a decent basis for believing that he'd win a vote.
But back in, (www.neorice.com/hoh_1573) the public-relations girl warned "having Wurm publicly ensnare young girls is guaranteed to be a PR nightmare". And then Goldman interrupted the prior exhibition match in a particularly rude way, dismaying both sides. And now Burk's making a fool of him.
Dunno how Goldman's point may've fared if not for what Wurm's doing, but it seems like someone could just point out that Burk's fighting to free the grossly ensnared girl to win over the crowd, if they truly did like Goldman enough beforehand to overlook the other stuff.

Storm with magic everywhere we can assume there would be a lot of minor magic users ones more like cop level if you get the idea or "hero"s that are more specific and not much on the grand scaling. like one surgeon who can shrink themselves and can make precise surgeries. not Much in the hero scale but still useful
