Also, there is an interesting exclusivity going on between magic and (Magilante) technology: It looks like some states use magic and ban technology, and some use technology and ban magic. Not much appetite for just making the best use of both of them.
I guess the Veda project might be going in that direction since they had the radios as well as using magic.

...Call me crazy but I don't think Guy "accidentally" does ANY rule shirking. Rather, I think the rule shirking may possibly be a conscious, deliberate, willful and intentional part of cultivating his image as a dashing rogue... obviously for the ulterior purpose of charming the pants off of us all.
On a not-quite-completely unrelated note; throwing your underwear at the image of Guy at your screen while screaming like a cheerleader DOES NOT actually get you laid... I now know this from experience.
