@SilentWranger That answer's a bit of a catch-22 — they maintain power because of the power that they need that power to maintain, but it still leaves a chicken-and-egg question and thus doesn't satisfy.
A better answer is that people *do* know they're in power, just not the true nature of that power. As if these shadowy figures have been in the public eye all along, making no secret of their control over society.

"Grab power" and "Maintain power" are two different objectives with different methodologies. The latter one assumes that you indeed already have power. You perfectly can gain power with relatively legitimate means, and then resort to mob-like activities to maintain it.
