@King Random: Heroland is utterly in the thrall of magic users, see also, the mage barons.
As for the empire, they're free of magic user control... but that seems to the earliest of the three plotlines chronologically speaking (with Tobi's being the latest). Things may have changed, or the GO may perceive things to have changed, between Noah's story and Tobi's.

Um . . . why are they talking when they should be fighting?
That is to say, I'm really intrigued by how these two characters seem like they should be at odds, but due not only to the circumstances of the plot but the complexities of their motivations, they might instead consider alliance, or at least something temporarily good-natured!

@phl3m it seems neither of them is especially violent. Besides, there are rules and stuff, although I'm sure anyone present can survive whatever happens.

King Random. Heroland is a global corporation with significant control over a large number of nations, including Livaria and the Magic Kingdom shown thus far(that last one seems fairly obvious really)with other unnamed countries implied. Livaria has some fascinating gadgets but our dear Diplomat has stated that they do fall under Heroland protection. The only non magic controlled countries are Justopea and apparently anything under the protection/control of the Global Order. However, since Justopea doesn't seem to have considered the GO for a formal alliance despite the threats they face, I'm guessing The Emperor doubts either the GO's non magicness or their trustworthiness or perhaps both.
