Tobi likely can cause massive disruption in the world, just though her almost unique aptitude for technology. She is a walking disturbance of the current world balance.

Correct. But that doesn't warrant the kind of warning given about her, which should be restricted to more immediate physical threats of the kind Three can perform if needed.
Her aptitude for technology is potentially highly disruptive, but it's neither immediate nor clearly a threat. I suspect what the global order is concerned with is that she seems to have gained influence over three, they're not sure how, and there might be other things that are similarly vulnerable.
Love the dialogue in this comic! It's nice to take our time to consider motivations amid all the action scenes, fun as the action can be. Action is only enjoyable when it complements a well-established cast of characters and lore, after all!
I mean, she did survive the old deathgames back in Lorg and the rest of her party trying to off her at the start of this thing. Her threat-level is very difficult to discern.
Paladin should watch more horror films, because she apparently stars in one... Cute girls shouldn't be underestimated. This only increases their "brutal killer" potential.
Honestly the biggest visual display of danger Tobi has is that she's wearing a Red Mind's coat, Which is actually pretty threatening.
@B: I had almost forgotten about that... but now that I think about it that is scary. Red Mind might not be a global power but she still shouldn't have their coat.
