If there's one thing reading this comic has taught me it's that Burk's ideas are almost always the ones that ultimately resolve any given situation... and, as much as he's probably loathe to admit it, I think Pablo knows this, too: Sooner or later there will be fighting, and it will solve everything.

Pablo does as usual have a point.
He knows Burk can likely beat 95% of the heroes without effort. So he cant allow Burk to get into a fight this early. It would draw more attention that just letting Burk indulge his streaking urges.
