Not to be that guy, but unless you're using an apostrophe before "que", it's pronounced "kweh". (And if you did use the apostrophe first, you're talking about barbecue.)
If you're trying to say people are lining up, the word is "queue" (pronounced like the letter Q).
Which, I realize, is a ridiculous way to spell something that rhymes with "cue", but that's how the word do.
