Regarding Ciel, maybe it's not mascara running, but her blood, i.e. she's blue blooded? Like a cyborg or something, which she may be modelled upon.
As for the power cancellation, it seems that someone has a magic nullifying field, maybe it works on all magic, and is the reason that the other squads do not show up (because they are taken care of). I wonder if Noah will be resistant to it - though probably not quite.
