So...
1. Veda guarantees something will happen if they fund her project.
2. The Empire doesn't take kindly to people who waste its resources fruitlessly.
3. Being a magic user outside of Veda's project is so illegal in the Empire it's punishable by death.
So, if the hunt fails, then exeunt Veda, her project gets cancelled, and all the magic kids (plus Kimberly) become criminals destined to be executed.
No pressure, Noah.

I take the last sentence as more threatening to Lina Veda than to the kids. Possibly the whole mission is more important to her than to the pupils, and maybe it's intended as a test of her methods, and her usefulness for the empire.

I would agree, except this whole speech comes off as manipulative, and Veda isn't there to hear this, and is unlikely to listen to the kids. This is a subtle but explicit offer to bestow horrific murder upon those who misrepresent themselves, even those who do so only through the implication provided by cooperating while under duress. I doubt that The Empire would even bother saying "You have failed me for the last time" before performing permanent punitive practices upon small but theoretically dangerous children.
