@Cluedrew They're not seemingly arbitrary, most of them are completely arbitrary. At least for science there has to be some logic behind it or it would be pointless. Politics don't need that.

@Silver: it's extremely common that comics use all-caps lettering. Basically it's easier to read small blurbs of text (like a character's speech balloon) when it's in all caps. Contrariwise, large texts (such as a full paragraph of normal prose) are harder to read when they're all-caps. You could say you need different cases (typography) for different cases (situations).
Another comic lettering convention, at least in the English language, is that the letter I is in sans-serif normally, except for the first person pronoun "I". And sure enough, you can notice that too, compare "GOOD MORNING FELIX" and "KNOW I WAS HERE" in that second panel. Part of the explanation is that serifs make comic text harder to read, but a sans-serif upper case I can be mistaken for the number 1 or a lower-case, sans serif letter l. Since the pronoun I is just one letter, the serifs help disambiguate it. On the other hand, if it were for example in German, then the first person pronoun would be "ICH" and it wouldn't need the serifs to be recognized for what it is.
