Let's do a little math problem here.
If we assume X to be the number of goons, and Y the number of goons needed to capture Three and Tobi, then we can solve for:
Y > X -3G (where G is that number of goons delayed/dissuaded by each grenade).
However, we then have the following equivalency:
If X equals the number of goons attracted by Tobi's first items, and we assume that each grenade will bring a commensurate number of goons then we have, and that the number dispatched will be enough to capture Tobi and Three, we get:
Y < X -3G + 3X
Or, rather, Y < 4X - 3G
So, the only thing left to do is solve for one of those numbers.

idk why but it always surprises me. 3 is visibly just like any human being mentally speaking, but his foreign appearance and his somewhat...passive attitude in general and weird speech make it look like an alien following someone who half-understand whats going on.
