I swear if Nero plays the violin when we finally see him I'm just going to be just immeasurably happy for no real reason.

Honestly, I suspect that Nero's just a charming fellow who's actually more corrupt than anyone else who has been in office.

I'm gonna say Nero's just a charming fellow with genuinely good intentions and a daunting set of problems to tackle. Reflexive pessimism is so tiring, you know?

Earlier in Tobi's arc it was specified dead bodies were just piled up in the streets of Lorg before Nero's burrial law.
So technically his law is the reason they're in the sewers yes, but only cause they're not literally scattered along the streets.
