This will surely be simple.

"You can get papers by competing in a local deathma- hey where're you going?"

Let me guess, they're not needed to get into the country, only out.

Gene-chip?
14269: Silver - Thursday, September 14 2017 - 6:26 AM
So, these people there don't deport you when you don't have papers. Instead, they don't let you get out. :P
14270: Doggo - Thursday, September 14 2017 - 6:45 AM
Maybe Tobi will need to become a hero!!!
14271: Leo - Thursday, September 14 2017 - 7:26 AM
I thought Tobi had a 'Plot Pass' to ignore all bureaucracy.

Maybe there's a similar rodent (lagomorph?) stationed on the other side of the bridge. Anyway, checking papers of people getting out of the city of the last hope seems reasonable.
Also, they are global ORDER. Order likes papers, IDs, drawers, barriers, chains and handcuffs.
I'm waiting for someone to inexplicably wake up as a giant insect now. Why? To switch up exactly which Kafkaesque nightmare we get here instead of the obvious one.

Even if tobi gets some papers, how is 3 going to get papers. Also is this bunny a beastman? Maybe the bunny is just going to freak out.

Is she just going to bribe him?
14276: Bailoroc - Thursday, September 14 2017 - 10:33 PM
I'm shocked that more people aren't discussing or being surprised by the sentient bunny person.
I mean, when the Mink Tribe was introduced in One Piece, people flipped their shit.
I guess readers here are more chill about stuff like that.
@Bailoroc
Oh, sorry, I knew I was forgetting something. Here's one of the missing reactions you were expecting:
Arrrgh! Furry! Kill it with fire, it's the only way to be sure!
There, does that help fill in the gaping absence in your soul? :)

@anoymous coward
Eh, not really? I'm pretty chill about furries. They don't mess with me in my home, I'm not gonna mess with them at their conventions or websites. It helps that the very first furries I ever "met" online weren't the furriest furries, if that makes any sense.
I was just surprised at the mostly lack of a reaction other than: "Oh, bunny guy. Neat".
@Bailoroc
Check the links at the top: The artist for this seems to also be the artist behind the game Frogatto, which stars an anthropomorphic frog as the player character. That, and also making a comic with no obvious furries as main characters, indicates to me that furry isn't likely to be a big deal around here, pro or con.
