1)Levin's rule could prevent him from being removed in this fashion. (I don't think we ever learned it.).
2)We saw the body of one host (although that might have been the compromised employee they got rid of) so maybe nobody is able to hear the request.
3) Maybe the two really were soul mates and now that one is dead the other is eliminated from the game even though they are still alive.
4) The whole game aspect has been a misdirection from the beginning and Smile bends the rules as they see fit, such as conveniently not hearing a request to vote Levin out.

Either the Smile operative who could reply is dead (since we've been shown the corpse of one already and the fact the new Ghoul cleric has leveled a couple times implies he's killed more than one person) or they are very invested in Levin's survival (Three's attempt to put Levin to vote as reward for winning a round was ignored on the grounds of Smile not recognizing the hand signs even though that got translated after and they have cameras everyone so would have seen Three and Tobi create them).

I think the secret rule is misleadingly worded. When they say "a player may initiate a vote," they mean "a specific player"—the one currently in the lead—not just anyone.
On page 2158, Fox and Tobi vote to interrogate Levin, but Green is able to overrule them.
