I do like the differing opinions you see forming around Tobi and the fact she has abilities/skills that no one else has.

Jay-Jay was caught smack in the middle of the blast. Shalhia was offscreen. My guess is Shalhia put up an egg to shield herself, and the "soul mates" rule doesn't actually apply in this game.
I think that by default, we should expect Shalhia to die exactly as predicted in her vision (pages 2805-2811). Only someone who knows about the vision (presumably not Levin) should be able to prevent it, and even then it should be difficult. Levin's treachery should have already been accounted for in that prediction.
