Come to think of it... In page 1179, Shahlia states that "it won't harm you without VERY STRONG provocation"... which implies Three can, in fact, attack regular people, though he rather wouldn't.

Now, I doubt any of them could be a serious threat to him directly... but if any of them try to attack Tobi... that would probably count as a very strong provocation indeed.

Remember the fight between Toby and those two goons in the arena of the Red Mind building all the way back in page 701 to 705?
Three was just standing around even while he got punched in the face and Toby nearly got killed, so Shahlia was probably trying to discourage people like Levin from trying to destroy Three when she needs to capture him.

It's surprising that Foxy doesnt consider Levin might be the future culprit, despite he has a tommy gun and in her vision bindy's corpse was riddled of bullets.

Maybe Three has an exception to threats that actually pose a severe risk of killing him.
If I where making a bioweapon I'd hate to lose it to some rando who stumbled upon a method to exploit total pacifism

Given that so far the only thing able to harm Three was Three, i'm not sure that'd make much of a difference.

@Paintr I don't think Three's behavior was in any way intended by the designers.

I will reassert that bindy is compromised. Probably in the game under false pretense while thenFonzy looking dude is probably a known quantity but not vetted.
