I'm not really satisfied with this explanation. This implies this falls outside of Smile's jurisdiction, but we've clearly seen that:
-The ghouls who invited her claimed to work for/represent Smile company
-They have cameras everywhere, so they already know Tobi was sent by ghouls per the hallway conversation
-They watched Infinite's whole transformation process, and the fact he traversed from where he died to the mines without having a door lock on him once
i'm not buying this whole theory

@Zed: Counterpoint. There's no indication that Ghoul!Infinite did NOT rip through dozens of doors - Or hundreds of meters of solid rock - To reach where he got to. In fact, given his entrance, I would say that's the most likely thing that happened. Which somewhat implies Smile's consent is not necessary to his quest.
