@someone Definitely plausible. I figured it was Houston ever since his train scene, but knowing what we do now, it does seem more like Levin's style.
Houston commented on page 2301 that he was "quickly running out of players who fit the profile," which I assumed meant he interrogated and killed Infinite. But in retrospect, if Infinite wasn't his target, why kill him? Houston's style doesn't seem to be "shoot every criminal."
Perhaps Houston did interview Infinite, and then Levin killed him. In that case, I suspect Levin's the host, and that he did this not (just) because he's a trigger-happy lunatic, but as part of the "experiment." I doubt this was the reason "the experiment requires a magic user," but he might have figured that they had a spare, so might as well see what happens.

But perhaps it isn't Houston either. After all, I'd bet two people know the floor rule: one who was told that secret, and one who is the game's host. Levin is one of the two, and Houston is not the other.
