I'm sure Levin is like a weaker mechanic version of Tobi.
Sure he has a machine gun. Tobi has the equivalent of a rail gun.
Also it keeps him alive just that bit longer.. Go minor plot armor.. :p
Now time for Tobi to reveal whether it's loaded or not.
