It's just a quality update to the sprite, similar to Jay-Jay's hair being more detailed than her introduction.

I only just noticed, but the Neutral team looks pretty stylish with the art update, got an original TWEWY aesthetic going on :D
I particularly like Fox’s shoes, Gangster’s sleeves and Smile-captive’s sneakers lol.
