Tobi is either very trustful towards the Paladin's will not to have anyone die on her watch, or too distracted by her blueprint vision to exhibit her usual dungeoneering reflexes. She's the only one (along with Shalhia) to stay put.

@26206 Well, since she can presumably see how peoples' magic works now, she can also presumably see what Shalhia was about to do. Not only would she not need to move, but moving away from Shalhia's protection would actually be MORE dangerous.
