Ooooh, primes. 271, 2011, 3671, 4651, 6067 are missing. Conveniently, there are exactly 19 blanks in the entry prompt.
Given the almost-complete list of primes, doing the Eratosthenes' Sieve on the intervals where the missing numbers are seems entirely possible within their time limit.

The input is 3 groups of 5 and one of 4 which doesn't match the blanks. Could just be an arbitrary grouping though but might matter.

Re: input grouping not matching the blanks: maybe it's something tricky like "the nth result is made up of the nth digit of each missing prime" (since the first number is only 3 digits long, the 4th result would be one digit shorter than the others).

It's weird to think how recognizable primes might be to us for largely cultural reasons, while Tobi's team members may not come from cultures so concerned with primes, their properties, or how to compute 'em.

*) these puzzles involve damage and damage reduction.
