I'm trying my best to understand this abstract power, here: so basically it allows Noah to have a "wish" granted (like when he requested for an instructions manual in the very beginning).
However, the way this is granted depends on the mind he inhabits.
Did I get it right?

So from what i understand Elves make the wish take form inside Noah's dreams. Cows, take form inside mirrors, and Burks make the wish take form in explosions. Got it, im enjoying the slow understanding of Noah's powers.

Hmm...so lets see.
Ok first..Ciel is a personification of his wish for a manual. Instead of being given a manual to read, he's directly given her. If I had to guess..she came from the elf guy, who is more used to sharing information with people instead of reading a book..or using some other device for information. And thus Ciel was created, some other being to talk with..and be a slightly mysterious and enigmatic 'sage'.
As for her appearing in the reflection...again if it depends on the mind he enters.
Well he wants to talk to someone in his own mind..or in himself. What better way than..not a mirror...but a reflection..see water? Oh there's me...if I look hard enough I can probably look inside myself I bet...
And if I had to guess..the 'wish' that was granted..was some way to gain information on his ability..without needing to be actively using it. And given that Ciel is his 'manual' so to speak..having some way for her to appear to him in the 'real world' makes sense. Though I wonder if anyone can see her..or if only he can see/hear her.

Noah is going to turn out to be more powerful than anyone who has ever lived, isn't he.
In Tom RPG, it said Heroes have 0%+ magic in their blood. What if Noah turns out to eventually desire more magic power, then each time that desire is granted he gains a higher percentage of magic in the blood, then eventually he's 100% magic!
