We don't know if the Empire is aware that Noah even contributed anything, as of yet. We don't even know the actual situation in Haven or with Chernyl & the whole cast.

Only Noel knows the nature of Noah's power and how it could have stopped Chernyl. Catz was dispelled . the only other people around the final scen with the hallowman were persephone, Nail and Veda, all them incapacitated. They probably surmise it was Noel esper power that finally managed to turn off Chernyl's nightmare.

Seeing as :
a. Noah stopped Chernyl without harming her
b. Chernyl is certainly appreciative of Noah for this
c. Noel has zero interest in letting the empire know of Noah's power

It is unlikely that Noel revealed anything to the empire.

So Noah is still "just" "the radar" for the empire, a situation that will bring Noah to an endless number of troubles.

Huh... Noah with his hair let out... That's a look I don't think we've seen before, have we?

Considering Eloy's felt like he actually likes the magic kids I'm not that worried.
