That's a confirmation that the creepy clown is evil.
Just that he's not allowed to do evil clown things in Justopea.
Which also implies he's working for something that can give orders to creepy clowns, and enforce those orders.
And that whatever it is, decided not to attack Justopea. Either because they're allied, or because it's afraid of the Empire.
So all in all, it's a lot of bad news.

That's a lot of non-sequiturs there.
It's a confirmation that it's not allowed to be in Justopea and didn't actually want to be there. That's it.
It may or may not have any plans or orders, though they are unlikely to involve Justopea except in a "don't go there" manner.
What we can tell from this is that it has or had access to some form of random transportation that likely involves teleportation but does not allow for it to determine where it will arrive.

Or, crazy idea, it's a spirit (who Noah can see because of his new powers) that's come to this world to spread some prophecy (probably that Joy thing) and they can't do that in Justopea because the population is already immune to Joy? Were there Joy people in HoH, or was it in Path to Greater Good?
