And that whatever it is, decided not to attack Justopea. Either because they're allied, or because it's afraid of the Empire.

That's a lot of non-sequiturs there.

It's a confirmation that it's not allowed to be in Justopea and didn't actually want to be there. That's it.

It may or may not have any plans or orders, though they are unlikely to involve Justopea except in a "don't go there" manner.

What we can tell from this is that it has or had access to some form of random transportation that likely involves teleportation but does not allow for it to determine where it will arrive.

Did the clown use some sort of random teleportation?

Or, crazy idea, it's a spirit (who Noah can see because of his new powers) that's come to this world to spread some prophecy (probably that Joy thing) and they can't do that in Justopea because the population is already immune to Joy? Were there Joy people in HoH, or was it in Path to Greater Good?

It's not dystopian, the only other place that we've seen that provides comparable quality of life is Eddstadt.

That not really what qualifies a country as dystopian though. It's dystopian because you can get executed for questioning the government (guy at train station), they have an unaccountable secret police who planted bombs all over a city in secret (which are the alternative to literally just letting a harmless magic user continue to be harmless), but the government decided it was worth triggering the destruction of a city for the possibility of weaponizing Chernal or whatever her name was. They also execute all magic users, and the reason nobody has colored hair there is probably because colored hair is associated with magic and at some time in the past they killed everyone with colored hair.

Average quality of life isn't what makes a dystopia. By your criteria Nazi germany wasn't a dystopia because other than the war eventually leading to a massive decrease in quality of life, they did manage to improve the economy somewhat.

Yeah, I think the most accurate version is "every society we've seen enough of to form an opinion is a dystopia".

Why is it that the weirdest interactions happen to the people who want no interactions?

Isn't everywhere we've seen dystopian? The mage barony with all those political prisoners, Lorg with the crime and all those death games, Vallance and its origin story, Heroland with, well, everything.

I really don't see any reason for responding so unpleasantly to a polite request for directions. If he turned out to be some sort of nightmare who is just rude to his victims I'd be shocked but not particularly surprised.

The unanswered questions here are Ciel and her understanding, why she called him Minori the first time they met(https://www.neorice.com/hoh_noah_314), why/how did Chernyl seem to recognise him, why are clowns randomly transporting anywhere let alone here and why is he happier while incorporeal(https://www.neorice.com/hoh_noah_1066)?
