While she absolutely deserves almost all of the blame for the Haven incident, Veda's guilt is probably very bad news for the children (and Mr. Kimberly) who were under the auspices of her project... A lot were probably either too injured or psychologically unwilling to slip away to Malhart's group in the aftermath... Noah's probably all right, at least, if he's sleeping in.

@ Syhkane: I doubt that "framed paintings of the Emperor" specifically are compulsory. However, I expect that some level of Emperor Memorabilia is socially required, even if not strictly mandatory. With a framed painting of the emperor being on the least intrusive side of things.
Remember, Felix is carrying around a full-blown statue of the Emperor, simply because he could do so easily.
Honestly, given what the plot has said about people being tortured 20 years ago, I suspect that The Emperor is actually a decent ruler, who is trying to get their country to advance to current world standards in a manner that doesn't panic their populace. Aka, militarizing the magic users to ensure that they're sectioned off and under observation, while also being trained and not becoming bitter to the fact that they're sectioned off and under observation.
