Harris Housten introduces himself as a secret service member, in service of the Queen.
Something must have happened to the King (or he simply underwent an Orochimaru and took the body of a woman which is in line with his vampiric powers).

Housten describes his mission to Lorg a bit before an interruption by black water. He describes the Vallance Royal Court as the strongest undisputed front of magic users on the planet.
He also states that someones been smuggling in black crystal into Vallance, possibly in order to create an attack against the Royal Court, and part of his job is to find out more about this group and stop it if he can.
A nice little tie in to the wider world of HoH

We've seen sound effects break out of the panel before, but this might be the most extreme example.
I think it's probably to indicate motion. This is something erupting out of the ground, right?
It can be hard to make out details behind all the blood rain, though at least here we get a helpful outline around that whatever-it-is. Good call, Neorice.

The story seems to have taken place long ago, and already mentioned him getting older and being frail.
Sure, he had some sort of power, but it took him considerable effort to improperly heal a fatal wound, so he probably died of old age a few decades later, rather than being immortal.
I think the tale was more about background knowledge over Vallance, the creation of said court and black water than setting up a potential antagonist.

and he apparently didn't learn empathy from stealing traits from anyone, so, good luck with that
