1. Was it established how the adventures of Noah relate in time to the adventures of Burk and Toby? Toby saw the news program about the aftermath of Burk's Heroland mess, so she is slightly ahead of Burk in time, but I don't think there was a similarly clear link with Noah?
2. In what alliance is the empire Noah lives in?

I think the most we have for placing Noah's place in time is Guy's presence in Burk's story. Guy specifically left during Noah's story to go on "vacation" which most likely him going off to do what he did in Burk's story, but it might also not be.

Well, Guy popped up earlier in Noah's story looking... kinda roughed up... and I think we arrived at the conclusion way back when that he probably got roughed up during his time with Burk (we've just yet to get to that point in time in the Burk storyline yet). But that was all just speculation, we don't know for sure if Noah is ahead of Burk or not.

1. Noah almost definitely predates both of them... or at least DID. Guy joined up with Burk after going on his 'vacation' before the Veda project really got started; and may have been gone for some time. But also Noah has a lot more timeskips and slow moments than the other stories, it's not impossible that he has or soon will catch up to them.

2. I think none of them. I'm pretty sure the empire is independent, still its own sovereign nation, just not a very RESPECTED one. They're not allied with anybody and barely acknowledged beyond their own borders.

Unrelated the only 2 points we have for Noah on the timeline is of the detective in Burks' story since he shows up Heroland after he tells Noah that he was going on vacation for a while and of the news broadcast featuring one of the top heroes that is currently trying to kill Burk talking about the program Noah is in.

I think it's slightly before. Remember that a little while ago, the Detective left on a long trip, in which he records messages for Veda (in Burk arc). The trip across the ocean is assumedly reasonably long, which suggests that this might be a little ahead, but probably close to concurrent, with Burk

From my reading Noah is after Burk (or later than the most present Burk's action), but it is not possible to say relation to Tobi's storeline (which is also after Burk).

Empire is a sovereign nation, one of the five powers recognising each other mentioned in Tobi's ark.
