The reason Noel gave back then was they were to self-destructive. If the results of your powers are literally fighting over control of you, that doesn't sound stable.

Noah can enter peoples' brains when they're awake. There's nothing stopping him from entering anyone's mind with the exception that doing so is really dangerous and basically traps him until he can find a way out and would be an overt display of magical powers he has thus far avoided displaying.

Magic depends heavily on one's state of mind and intentions - "will" if will[1]. Gaston was angry and extremely determined to resist any magical attacks, not to mention how confident and hardheaded he is in general - and he put literally everything he had into it[2]. At the same time Noel had no problems with magic of Noah or various nightmares[3]. especially, since Veda is probably the newcomer in reach of Chernyl right now. Besides, Monsters are nightmeres that came from chernyl's minds. Can they be both in her mind and outside in reality ? if yes, Noah would to go through all of them to reach Chernyl..
