Either... No.1 and No.2 believed in the mission and simply didn't give No.3 the codes for the bombs. They gave him the codes but No.3 forgot. OR the No.1 and No.2 screwed up and left No.3 there without codes on accident.

I think that all of you are grossly underestimating the JSP on this one. They're clearly all compartmentalization, that is, keeping information on a need-to-know basis. Therefore, it makes sense that #1 wouldn't give #3 the code to the bomb, as it removes the temptation for either him or somebody else to just set the bombs off early.

I would be very willing to bet that #1 had the code memorized, to avoid the possibility of an enemy getting ahold of it by killing him. He was probably about to give #3 the code when he was on the phone earlier, but then he got shot before he could say it.

While it is a little short-sighted to go in without a backup for the possibility of him being instantly killed before he could impart the knowledge, it does maximize weapon security by ensuring that the bomb can't be used by an unauthorized person.

Alternatively, maybe it's easy to arm the bomb, and the code is to deactivate it? In that case, it would have been even smarter for #1 to keep the code to himself, to prevent anybody from stopping them, should they go through with bombing the city.

Well I'd say I was correct. I'd guess that new #1 has probably lost or forgotten the codes. Old #1 for all his faults, doesn't seem like the type to forget this information when giving orders. I'm guessing the JSP ran with a skeleton crew since they need to be expendable, so this was simply the best they could give old #1.
