But the light itself comes from the lantern they hold, so whatever is casting those shadows would be either directly visible next to the wall or very small and close to the light source... Mini horrors time?

Turns out the Secret Police are actually apart of Chernyl's Nightmare because of the inhuman experimentation they did to her.
Would explain why their eyes are always permanently sunken in.
